What Pennsylvania itself verifies

The Commonwealth's working label is Small Diverse Business, or SDB. It belongs to a business at least 51 percent owned by minorities, women, persons with disabilities, or LGBTQIA+ members, and it also requires meeting Small Business size criteria.

The size criteria are concrete: 100 or fewer employees and under $47 million in three-year average annual revenue for the Small Business class. A Micro Business class caps at 25 employees and under $1 million in revenue, and a Midsize class reaches 750 employees and under $141 million.

What DBE means, and where it counts

DBE is the federal Disadvantaged Business Enterprise program, run under Department of Transportation rules. One Pennsylvania office makes every DBE certification decision in the Commonwealth, and one application covers aviation, highway and transit contracts.

What SDVOSB means, and who it is for

SDVOSB is a Service-Disabled Veteran-Owned Small Business, certified by the U.S. Small Business Administration rather than the VA. The rule is 51 percent ownership and control by one or more veterans the VA rates as service-disabled.

Two things make it attractive. The application is free, and the certificate works federal government-wide, for sole-source and set-aside contracts. Which one to apply for first

Pick by buyer, not by acronym. If PennDOT, SEPTA, an airport or a transit authority is in your future, DBE through the state's unified program is the strongest single certificate, and it is free. If federal agencies or their primes are the target, SDVOSB or another SBA certification is the route, also free.

If the buyer is a Pennsylvania state agency, you will need the state's Small Diverse Business or Veteran Business Enterprise label, which means a third-party certificate first. The free routes are the unified program's DBE certificate and the SBA's veteran certification; the private certifiers charge fees. Can one business hold DBE and Small Diverse Business at the same time?

Yes, and it is a common move. The DBE certificate from the unified program is free and Pennsylvania accepts it as the third-party certificate, so it can carry your state Small Diverse Business verification too.

Is an MBE certificate from another state usable in Pennsylvania?

Pennsylvania accepts third-party certificates from any state's Unified Certification Program. An MBE or WBE certificate from a private certifier may also qualify, but check the current approved list before applying.
